ARSAC has been repeatedly told by LAWA, that the FAA is calling for the very large expenditure of funds to be used to increase separation and to lengthen our Northern runways along with adding a new center line taxiway in order to improve safety. There are, in our view, better and cheaper safety alternatives.

  1. Opposes Moving the North Runway Further North.
  2. Opposes a Ring Road (either on or off LAWA property).
  3. Opposes Western Terminal with entrance from Pershing.
  4. Opposes Center Line Taxiway on the north.


ARSAC has been reviewing its options and finds that it will need the assistance of attorneys. This option does not come cheap so to do this ARSAC is looking for support from the community via a tax deduct deductible donation to the WNA-Foundation to benefit ARSAC.

ARSAC Proposes Alternative Ideas for a LAX Development

t would be absurd for anyone to say they oppose air safety. Also, the funding capacity of the airlines and ultimately, the traveling public and tax payers is finite. Thus, it is ARSAC’s view that the most prudent use of available public funds be used more effectively by incorporating the latest in safety enhancing systems coupled with operational changes in order to achieve the improved safety objectives. Examples suggested by ARSAC:

  1. Add Runway Status Lights, GPS ground tracking, improve taxiway signage and install better collision avoidance warning system.
  2. 45 degree taxiway at the end of 24R.
  3. Increase time between takeoff and landing.
  4. 24L – Move the North Runway south 340 feet but DO NOT extend 24R or Move 24L 100 feet South with an S curve Taxiway.
  5. 20 years additional extension of gate limitation to 153 gates and no western access to gates.
  6. Mitigation promises not to exceed 78.9 MAP remain in full force.
  7. LAX will remain within its current active airfield footprint and no additional cargo handling capacity will be added.
  8. An extension of the Green Line to LAX.
  9. Increase control tower staffing.
  10. Enforce runway noise abatement policy.

ARSAC Northside Development Alternatives

  1. The three holes of the Westchester golf course will be restored.
  2. A higher earthen berm will be built along Westchester Parkway to reduce low frequency noise exposures from LAX.
  3. Concentrate any commercial, industrial, business development adjacent to the existing business district on the eastern side of LAX Northside, near proposed train connection.
  4. In the northwestern section create community use athletic fields, play grounds, dog park and picnic areas with walking paths.
